Rental and Use of Buildings and Facilities
In the Ironton School System
Group I
It is the Policy of the Ironton City Board of Education to encourage the use of the buildings and facilities of this District by school-connected groups (Group I) or organizations which have their main objective- that of directly contributing in some manner to the general good of the total school program. Such groups are the Band Boosters, the Tiger Clan and Auxiliary, the PTAs, the IEA, the OAPSE and other similar organizations. Such groups will be permitted to use the building and facilities for meetings, projects, and programs without charge or rental fee other than that of custodial care. This cost of custodial care (if such be necessary) shall be borne by the school-connected group at a rate to be calculated yearly to include the hourly rate (at time and one-half) plus any fixed charges such as retirement, Medicare and workers compensation. The hourly rate will be calculated based on the current salary schedule with the maximum years of experience. All totals will be advanced to the next whole dollar. Additional custodians (if necessary) will be charged at the same rate. Arrangements for the use of the buildings and facilities for school-connected groups shall be made through the principal of the school to be used. The principal shall schedule such activities in such a manner as not to infringe upon the schools curricular or extracurricular program, always giving first priority to the students programs.
The Superintendent of Schools and the Board of Education reserve the right to limit and/or refuse the use of the buildings and/or facilities to school-connected groups which fail to use school property for the good of the schools, or if there are violations of the Board Policy and the Superintendents Rules and Regulations on such use.
Group II
The Ironton City Board of Education, recognizing the value of worthy, accepted community organizations (Group II) also makes it a Policy to welcome the use of the buildings and facilities of this District by said organizations. Such Ironton City patriotic, civic, political, religious, betterment, labor, fraternal, educational and similarly purposed groups are invited to use the buildings and facilities within our school system. The rental fee includes the services of one custodian. The cost of custodial care shall be calculated yearly to include the hourly rate (at time and one-half) plus any fixed charges such as retirement, Medicare, and workers compensation. The hourly rate will be calculated based on the current salary schedule with the maximum years of experience. All totals will be advanced to the next whole dollar. Additional custodians (if necessary) will be charged at the same rate. Police protection, as necessary and the costs thereof will be the responsibility of the renting organization. Each building principal shall have the authority to rent or permit the use of his/her building and/or facilities in this district to acceptable community organizations.
Applications for such rental shall be made with the building principal at least five (5) days before the rental date, and the payment for such rental shall be made to the Treasurer of this Board at least three (3) days in advance of the rental date. The Superintendent and the Board of Education reserve the right at all times to refuse the use or rental to any community organizations which fails to comply with the Boards Policy or the Superintendents Rules and Regulations on same.
Group III
The Ironton City Board of Education will, under certain conditions or circumstances rent or permit the use of its buildings and/or facilities to acceptable, responsible commercial or other groups (Group III) based outside the limits of the Ironton City School District. Application for rental shall be made with the school principal at least ten (10) days prior to the scheduled event. Applications for rental must be forwarded to the Superintendent the same day they are submitted to the principal along with a recommendation by the principal. Included in the principals recommendations will be staffing needs for
the activity. The Superintendent shall have the authority to approve or disapprove this rental. Such rental shall include the services of one custodian who is a member of the districts custodial staff. The cost of custodial care shall be calculated yearly to include the hourly rate (at time and one-half) plus any fixed charges such as retirement, Medicare, and workers compensation. The hourly rate will be calculated based on the current salary schedule with the maximum years of experience. All totals will be advanced to the next whole dollar. Additional custodians (if necessary) will be charged at the same rate. Police protection,
if the occasion so demands, shall be supplied and paid for by the renting agency or organization. Police protection must, at all times, be adequate to provide law and order and the protection of person and property. Both the rental fee and any additional custodial fees shall be paid to the Treasurer of this Board at least three (3) days in advance of the rental date. The Superintendent of Schools reserves the right to limit the commercial or non-community use all buildings and facilities within this district and may reject any application for such use, if it is in the Superintendents good judgement, no good purpose would be served to the school system or to our community by such rental, or if the rental would infringe upon the schools program.
Group III renters shall carry such liability insurance as prudent and necessary to cover any and/or all claims against it in the course of occupancy and/or use of the Ironton City Schools buildings, and properties. In so doing, the Group III renter of the Ironton City Schools properties shall agree to absolve the Ironton City Schools District, Board of Education, and its employees of all blame and responsibility with reference to claims for damages in connection with such rentals. Group III renters must have and provide to the Ironton City Board of Education verifications of adequate liability insurance which names the Ironton Board of Education as the co-insurer. A form for this purpose is found at the end of this Policy.
No-Charge Use
The Superintendent reserves the right, in certain, rare instances to waive the conditions of the Policies and Rules and Regulations in this 1330 Rental Policy, and to grant the use of any building and/or activity which, in good judgement of the Superintendent, is of such worth, magnitude, and importance to the people of the City of Ironton that by the very nature of the event no charge or costs should be assessed.
Administrative Rules and Regulations 1330
Rental and Use of Buildings and Facilities in This School System
All requests for the rental and/or use of buildings and facilities in the Ironton City School District shall follow this procedure, as established by Board Policy:
(1) Applications for rental by school-connected groups or organizations, Group 1:
a. Seek permission for use from the principal in the school to be used; at least five (5) days in advance of the event.
b. Provide and pay for police protection, if the occasion demands it.
c. Pay any additional costs incurred.
(2) Applications for rental or use by community organization, Group II:
a. Seek permission for use from the principal in the school to be used; at least five (5) days in advance of the event.
b. Pay to the Board Treasurer, at least three (3) days in advance of the event, rental fees and/or any other costs incurred.
c. Provide and pay for police protection, as necessary.
(3) Applications for rental or use by commercial or outside organizations, Group III:
a. Make the request in person or in writing to the principal of the school to be used or rented at least five (5) days in advance of the event.
b. Pay any rental fees and/or any other costs incurred at least three (3) days in advance of the event.
c. Provide and pay for police protection, as necessary.
Additional Rules and Regulations
(1) On school days the buildings, grounds, and equipment will not be available until after 4:00 p.m.
(2) No rental or use shall run past the hour of 12:00 midnight without special permission of the City Superintendent of Schools.
(3) Materials, devices, displays and the like, brought in by the user, shall not be attached to walls, floors, etc. in such a manner as to deface, damage or destroy these surfaces. Special permission must be granted by the principal for the use of decorations or scenery which could become a fire hazard or nuisance.
(4) Rental and/or use of kitchen equipment, field lights, stage lighting, and similar technical equipment will necessitate the use of school employees acquainted with, and competent in, the use of such equipment and devices.
(5) In community and commercial use, payment of rentals shall be made to the Treasurer of the Board of Education three (3) days prior to use. Such payment shall be estimated if there is doubt as to the exact amount at the time of use, and a subsequent adjustment will be made after the event or rental is concluded. Payment to the Board Treasurer shall include all charges as agreed upon in advance, including the cost of any additional custodial help. This custodial pay shall be computed at a rate of time and one-half, and no payment is to be made to the custodian for his/her services in community or commercial use. This matter must be handled through the office of the Treasurer. The practice of "tipping" the custodian shall be prohibited, since he/she shall be compensated properly and adequately by this District, as per his/her salary with this Board.
(6) The applicant for rental shall be responsible for the preservation of order in the rented areas. Police protection, where advisable and necessary, shall be provided at the expenses of the renting group.
(7) The right to revoke a permit of rental or use is reserved with the Board of Education and/or the Superintendent of Schools.
(8) The Board and/or Superintendent shall have the right to refuse the use of rental of any of the Districts buildings, grounds or facilities to any group or organization which violates the rules As established in the Board Policies and Administrative Rules and Regulations pertaining to such use.
(9) No rooms or areas containing highly technical and/or expensive equipment. Such as science laboratories, will be rented for use by those other than the regular school program except in certain rare, advisable occasions.
(10) Rentals of buildings and grounds do not imply nor include the use of projectors, recorders, or like equipment. Special permissions must be granted by the school principal for the rental of such equipment.
(11) The use of intoxicants shall be prohibited in connection with rentals of school properties in this District. Smoking shall be governed or controlled in all such use by adherence to State laws dealing with same, and to the rules as established by the building principal of the school used or rented.
(12) The organization or group renting the school facilities within this District shall be held responsible for the reasonable and proper care of all buildings, grounds, and any other facilities rented or used. This Board shall require payments for any and all damages to school properties incurred in the use by the renting organization. Furthermore, failure to pay for such damages shall forfeit the right of the group or organization for subsequent rental or use.
(13) Soft drinks and/or other liquids are not permitted in the gym floors areas, stage and auditorium areas, classroom areas, and/or elsewhere about the buildings as restricted by the city school authorities. Smoking is not allowed in building areas as prohibited by Ohio laws and/or by the city school officials. Cigar and cigarette butts, chewing gum, paper wrappers, bottle, cans and other such debris shall not be strewn on floors or elsewhere about the building. Such behavior may result in future rental refusals.
(14) The principal of the renting school shall complete the form (designated for this purpose) and send such form to the office of the City Superintendent of Schools forthwith, upon consummation of such rental agreement with the agency outside the school system.
(15) Any non-school group or organization which rents or uses any building or the facilities of this District must have at least one custodian in attendance throughout the rental period. This person must be a custodian in the regular employ of this Board.
(16) No group shall be permitted the rental or use of buildings unless chaperoned and controlled by at least one responsible adult.
(17) Any individual may be granted the rental or use of buildings in this District only if he/she represents an accepted group or organization, and no buildings and/or facilities in this District shall be rented or used by any group which teaches or advocates any theory or doctrine intended to undermine or overthrow the government of the United States.
Rules and Regulations Governing The Use Of The
Ironton Elementary Schools Gymnasiums
(1) During practice only the player and coaches are to be admitted. No spectators are to be admitted (including relatives).
(2) Practice shall not exceed a maximum of three (3) days each week.
(3) Each practice session is to begin at 4:00 p.m.
(4) Each practice session is to last approximately one (1) hour.
(5) Safety of the participants is to be practiced at all times.
(6) The individual responsible shall be the last person to leave the gymnasium at the close of each practice session.
(7) The individual responsible for the use of the gymnasium shall make certain the lights are off and the doors are closed and locked.
(8) Participants shall not be permitted to lease the areas of the gymnasium, drinking fountain, and restrooms.
(9) It is desired that the basic purpose will be to teach the fundamentals of basketball and the importance of fair play.
(10) No keys are to be distributed for the school buildings (unless absolutely necessary).
(11) The above rules and regulations do not in any way supersede the regulations governing the Recreation Basketball program.
(12) Application for gym use must be authorized by the elementary school principal.
(13) Free use of the gyms will be granted only to organizations made up of the Ironton City School students.
(14) One adult must be present at all times when gym is open; and be responsible for locking doors.
(15) The above rules and regulations must be followed by the responsible individuals.
An Agreement with Ohio University
The Ironton City Board of Education will rent the Ironton High School building and certain designated facilities and equipment to the Ohio University for use as an O.U. Branch (when the building and facilities are not in use by and/or in conflict with I.C.S.) according to the following scale, which is to be negotiated each year:

Rental for Basketball Practice
Rental for basketball practice will be permitted only in the grade school gymnasiums, and not at the Middle and Senior High Schools. Practice sessions in any one of these gyms will be $35.00 for each two-hour sessions, but no heat is to be used. This fee includes both the rental and the cost of custodial care. Practice should be limited to night practice and only on Monday through Thursday nights. Practice sessions shall be limited to a maximum of two hours each session. Rentals for basketball practice will rarely, if ever, be approved during school holidays and other times when the schools are closed.
Rental to Ironton St. Joseph High School
Tanks Memorial Stadium
Upon their request, the Ironton St. Joseph High School will be granted the use of the Ironton High School Athletic Field and the Tanks Memorial Stadium, plus the dressing rooms and restroom facilities at Ironton High School, for football season each year for their home football games (barring conflicts in schedule with the Ironton High School which shall have first priority) up to a maximum of five (5) football (home) games at the following cost to the Ironton St. Joe High School: $175.00 total rental costs for the season for the use of the stadium, football field, dressing rooms, and restrooms for a maximum of five (5) home football games. In the event there should be more than five (5) home games on their schedule, the Board will permit the use of the same facilities as herein mentioned for the sum of $35.00 rental fee for each game beyond five. In addition to the costs mentioned above, the Ironton St. Joe High School will be required to supply a responsible adult scoreboard operator approved by the Ironton High School Athletic Director; plus at least one Ironton High School custodian who shall be on duty throughout the course of the activity and cleaning up the facilities after each game; plus the cost of police protection as is deemed necessary for the protection of our school property and the preservation of law and order; plus the cost of any damages to the stadium or school facilities incurred in the course of this use.
Ironton Middle School Gymnasium
Upon their request, the Ironton St. Joseph High School will be granted the use of the Ironton Middle School gymnasium, plus dressing room and restroom facilities for the basketball season for their home basketball games each year (barring conflicts in schedule with the Ironton Middle School which shall have first priority) up to a maximum of ten (10) home dates at the following home cost to the Ironton
St. Joseph High School: $105.00 total rental cost for the season for the use of the gymnasium at the Ironton Middle School; plus dressing rooms and restroom facilities, for up to a maximum of ten (10) home dates. In the event there should be more than ten (10) home basketball dates on their schedule, this Board will permit the use of the same facilities as mentioned above for the sum of $35.00 rental fee for each date beyond the ten. In addition to the costs heretofore mentioned, Ironton St. Joseph High School shall be required to supply a responsible adult scoreboard operator who is approved by the Ironton Athletic Director and one custodian for the duration of the event; plus time for cleaning up after each date; plus adequate police protection; plus the cost of any damages to the gym or facilities incurred in the course of this use.
Concession Stands
The Ironton St. Joseph High School will be granted the use of the concession stands in the Tanks Memorial Stadium for all of their home football games played at Ironton High School. The St. Joseph High School shall be responsible for cleaning the concession stand facilities after each game and shall leave such facilities in the same good manner in which they were found before this use. The Ironton St.
Joseph High School will also be granted the use of the concession booth at the Middle School in connection with the St. Joseph home basketball games played at the Middle School. The Ironton St. Joseph High School shall be responsible for cleaning the concession booth for each date used, leaving these facilities in the same good manner in which they were found before this use.
Rental of the I.H.S. Sports Facility to the Ironton St. Joseph High School
Upon their request, the Ironton St. Joseph High School will be granted the use of the Ironton High School Sports Facility, plus dressing rooms, concession stand, and restroom facilities for their home basketball games (barring conflicts in schedule with Ironton High School which shall have first priority) at the established rate;

Saturday Nights - $105.00 Per Night
In addition to these rental costs, Ironton St. Joseph High School shall engage a responsible adult as a scoreboard operator and as a public address system operator; and shall be responsible for the cleaning of the facilities and concession stands; plus the cost of any damages to the facility incurred in the course of this use. Adequate police protection must be maintained during the rental time.
Rental and Use of Buildings and Facilities of the Ironton City Schools

Educational Recreation Association Program
Upon the application from the Recreation Department in this City, the Ironton City Board of Education will grant the use of the gymnasiums at Whitwell Elementary and Kingsbury Elementary to the Ironton Recreation Department for the use of these gymnasiums for the Educational Recreation Association Program under the following limitations and conditions:
Monday through Thursday from 6:00 p.m. to 8:00 p.m. from the middle of November through March.
The Grade School Basketball League
The Ironton City Recreation Department, upon their request to the Ironton City Board of Education, will be granted the use of the elementary school gymnasiums (excluding the Ironton Middle School) as are required to carry on the Grade School Basketball League, under the following limitation and conditions:

Ohio Revised Code 3313.75
Use of the Schoolhouses Generally
The board of education of a city, exempted village, or local school district may authorize the opening of the schoolhouses for any lawful purposes. This section does not authorize a board to rent or lease a schoolhouse when such rental or lease interferes with the public schools in such district, or for any purpose other than is authorized by law.

Schoolhouses Available for Educational & Recreational Purposes
Upon the application of any responsible organization, or of a group of at least seven (7) citizens, all school grounds and schoolhouses, as well as all other buildings under the supervision and control of the state, or buildings maintained by taxation under the laws of this state, shall be available for use as social centers for the entertainment and education of people, including the adult and youthful populations, and for the discussion of all topics tending to the development of personal character and of civic welfare, and for religious exercises. Such occupation should not be seriously infringed upon the original and necessary uses of such properties. The public officials in charge of such buildings shall prescribe such rules and regulations for their occupancy and use as will secure a fair, reasonable, and impartial use of the same.

Use of School Property for Public Functions;
Board to Adopt Policy
The board of education of any city, exempted village, or local school district shall, upon request and the payment of reasonable fee, subject to such regulation as is adopted by such board, permit the use of any schoolhouse and rooms therein and the grounds and other property under its control, when not in actual use for school purposes, for any of the following purposes:

Any organization or group of citizens permitted to use the properties specified in Section 3313.76
Of the Ohio Revised Code shall be responsible for any damage done to them over and above the ordinary wear, and shall, if required, pay the actual expenses incurred for janitor service, light, and heat.
Agreement
The Ironton City School District is in agreement with the foregoing statures, and hereby includes same in this overall Rental Policy 1330.
