The City Superintendent of Schools

The Ironton City Board of Education shall have as its chief executive and administrative officer, a City Superintendent of Schools, who shall be employed by said Board of Education under a legal written contractual agreement, and at an annual salary as established by this Board. The Ironton City Superintendent of Schools shall be a person of exemplary character and reputation and he shall possess the personal and professional qualities which are commensurate with this most important position in order that he may exert the demands dynamic leadership, so desirable and necessary for one filling this post. He shall also possess the legal professional training for this office which is, as a minimum, the master's degree in school administration, and a superintendent's certificate as issued by the Ohio Department of Education. To qualify, he shall also have had several years experience in one or more field of teaching and in school administration in order to have gained, firsthand, the knowledge of the workings of a school system. He shall also meet the requirements of the North Central Association.

Since it is primarily the job of the Board to legislate and to make policy, and that of the Superintendent to execute, most legislative matters will be concern and prerogative of the Board. However, the Superintendent shall act as an advisor on legislative and policy matters and he shall offer such ideas and proposals to the Board as he deems proper and necessary in the total process of making this school system the best possible. The Superintendent shall carry out his executive functions as given authority to do so by the laws of Ohio, the State Board of Education, and by this Board. His executive function shall be concerned with the development of plans, activities, and the techniques for this School System, and in securing of essential agents through which the policies may be put into practice. In putting these policies into action, the City Superintendent of Schools shall have all the powers and duties specifically imposed upon his office by law. In addition, he shall have all other executive duties, authority, and power which are appropriate to the proper operation of this school system, but which are not expressly required by statute for the Board or its designate to exercise. Not only shall the Superintendent of Schools execute the Policies of this Board, he too shall appraise the results of the total school program in this City System and report to the Board of Education any aspects of the program which should be altered, deleted or improved. The Superintendent shall also inform this Board of the successes within this school system, including scholarship accomplishments, extracurricular activity achievements, and other such admirable, worthwhile attainments.

Work Year

The Ironton City Superintendent of Schools shall work a total of 260 working days each year.

Sick Leave and Other Leave

The Ironton City Superintendent of Schools shall be granted sick leave and other leave in accordance with state laws governing same, and in accordance with Board Policies 4151.1-2 and 4151.7.

Vacation

The Ironton City Superintendent of Schools, after having been in the employ of this Board as Superintendent for at least one (1) calendar year, shall be granted, with pay, an annual vacation of twenty (20) working days. This vacation may be taken all at once or a portion at one time. The Superintendent may take this vacation at a time in the year deemed advisable by the Superintendent, taking into consideration the time when his/her vacation would least affect the proper management and operations of this school system. The Superintendent's vacation may be accumulative, and he/she shall be entitled to all the vacation may privileges and other rights and privileges granted in Board Policy 3243

Salary

The salary of the City Superintendent of Schools shall be set by the Ironton City Board of Education when he/she is first employed to serve this post, and again each succeeding renewal of his/her contract. The annual salary of the City Superintendent should be based upon professional training and experience. The Superintendent's salary may be raised at any time during his/her tenure as Superintendent, but shall not be lowered during his/her contract.

The Duties of the City Superintendent of Schools

Although it could hardly be said that a complete list of duties of the City Superintendent could be made, it is nevertheless true that many of such can be specifically listed and stated. The following enumeration of his/her duties, although far from complete and all-inclusive, presents an attempt to cover the responsibilities and duties of one holding this high office. He/she shall:

(1) execute and carry out Board Policy;

(2) place, direct, and supervise all of the school personnel in the Ironton City School District;

(3) (in cooperation with the Treasurer of the Board) prepare and present to the Board at their January meeting an annual budget for this school system and administer the budget which the Board adopts;

(4) interview applicants for teaching and non-teaching vacancies and positions and make nominations to the Board for the employment of such personnel as needed, and make recommendations on promotion and demotion of regularly school personnel;

(5) assign and/or transfer personnel; receive resignations, and suspend personnel for flagrant violations of Board Policies and Administrative Rules and Regulations, as permitted by law;

(6) prepare, in cooperation with the Treasurer of this Board, an agenda for each Board meeting, three (3) days in advance of such meeting, and attend all Board meetings, unless excused by the Board therefrom;

(7) keep the Board of Education informed of conditions in all of the schools in this district, including an annual appraisal as requested by the Board;

(8) devise a fair and equitable salary schedule for all school employees and makerecommendations for a subsequent annual changes in this schedule;

(9) receive communications on school affairs, and conduct, without Board action, all business concerning such communications when the Board is not required to act;

(10) recommend to the Board the adoption of textbooks and other school supplies and equipment for use in this system and make purchases accordingly;

(11) have charge of the supervision and administration of all of the schools in this district and be the professional leader of his/her staff and this Board;

(12) direct that periodic studies be made of the curriculum and the course of study by the professional staff; recommend curricular changes, innovations, and improvements, based upon the study finding;

(13) prepare for and propose to the Board of Education, new policies as the need for such arises;

(14) call and assign substitute teachers and other substitute personnel as needed (or have the same to be done);

(15) complete promptly and accurately all forms and prepare all data requested and/or required by this Board, the State Department of Education, or any other legitimate governmental agency.

 Pay for Accumulated Sick Leave Upon Retirement

The Ironton City Superintendent of Schools shall be entitled to and be paid for one-fourth (1/4) of all of his/her accumulated sick leave upon retirement.
