The School Principal
Each school in the Ironton City District shall have a principal as its administrative head. The principal shall be employed by and under contractual agreement with the Ironton City Board of Education, upon the recommendation of the City Superintendent of Schools. The principal shall be supervised by the Superintendent and Assistant Superintendent, as the case may be.The principal shall be a person having exemplary character, high degree of professional stature, a maturity of thought, and possess the qualities of leadership. He shall be fully legally certified for his position as prescribed by the State Department of Education, and he shall be paid according to the salary schedule for administrative personnel as adopted by this Board.
The principal shall be the legal head of his school, with full authority to govern this institution as granted by the laws of the State of Ohio, the State Department of Education, the Policies of this Board, and the Rules and Regulations as set forth by the Superintendent of Schools. The principal, too, shall be the professional leader of his school and shall be in direct charge of the organization, supervision, administration, and the instruction of the school to which he is assigned.
Thus, the principal shall be responsible for preparing and executing a total program for his school, and have this program prepared to function before the opening of the school year. The principal's total school program shall be so devised and conducted that the children under his control will have maximum health and safety protection; and that the atmosphere of the school is conducive to a maximum learning situation.
In order to facilitate this, the principal shall, in cooperation with his professional staff, formulate and put into writing his school's philosophy which will serve as a general course to be followed by the school. The principal shall also prepare a handbook for distribution to his students, teachers, and others, which will serve as a guideline in implementing and carrying out the school's philosophy, the Board's Policies, and the Rules and Regulations of the Ironton City Superintendent of Schools.
Employment
Principals in the Ironton City Schools shall work the 183-day school calendar year, plus the following days (as stipulated): The Kingsbury and the Whitwell Elementary School Principals shall work ten additional days (five days before school opens and five days after school closes); the Ironton Middle School Principal shall work thirty-five additional days; the Ironton High School Principal shall work forty-five days additional days; and the Ironton High School Assistant Principal shall work ten additional days.
Sick Leave and Other
The Principal of any Ironton City School shall be entitled to sick leave and other leave as granted by State laws governing same, and as granted in Board Policies 4151.1-2 and 4151.7.

The School Principal
The principal of an Ironton City School shall:
1. supervise the teaching staff of his building, including classroom visitations;
2. work with the professional staff on curricular improvements and cooperate with the Superintendent of Schools and other special administrative and supervisory personnel in the cooperative evaluation of the total school program, including the constant appraisal of the instructional program;
3. assign, in an equitable manner, duties and responsibilities to the staff members in his charge;
4. orient, with the aid of the other administrative personnel, new teachers and substitute teachers;
5. make all time and class schedules necessary for the smooth operations of the daily school sessions;
6. keep comprehensive academic records on all students, as well as records of admission, transfers, and student attendance, and be in compliance with federal and state laws and guidelines on the matter of release of information from the student's record;
7. place the students in classes and/or groups according to law and according to the best practices of school administration and supervision;
8. maintain a calendar of school events, thus elimination conflicts within the school, and conflicts with other groups using the buildings and/or facilities;
9. conduct fire, tornado, and other disaster or emergency drills, as required by law and by Board Policy, and provide for emergency first aid;
10. oversee and lead in the disciplinary control and general behavior of those in his school;
11. complete all blanks, forms, and legitimate questionnaire accurately and promptly;
12. survey and oversee the athletic, music, and other extracurricular activities, ever keeping these secondary to the academic program;
13. set up books and/or accounting system as provided by law whereby all monies received and paid within the school are recorded and accounted for;
14. requisition, through the Superintendent of Schools, all materials and repairs necessary for proper maintenance and operation of the school plant;
15. supervise the custodial staff of the building or buildings, ensuring that the school is clean, neat, and as comfortable as possible, and that is be able to pass a health and sanitation inspection;
16. be the custodian of all school properties within his domain, seeing to it that all such are kept in good order; and report to the Superintendent of Schools any willful or unnecessary loss or destruction of school property;
17. work with the PTA's and Boosters Clubs, and other such worth-while clubs and organizations which are contributing to the good of some part of the school program;
18. require a teacher or other member of the professional staff to be present throughout the duration of practice sessions and all curricular and extracurricular activities conducted after school and on school premises;
19. be present at all public functions held in his building or on his school premises which are sponsored by his school, unless he is relieved of this task by the Superintendent, in which case, another teacher or school official is permitted to perform these duties, and to act in the principal's stead;
20. be on duty before the first school bus arrives at his building each school day, or twenty minutes before the first bell, whichever is earlier. The principal shall remain on duty each school day for a period of twenty minutes after the last afternoon bell, or after the last school bus has departed his building or after all students have left the premises (except athletics, musicians, and the like who have been placed in the responsibility of another member of the professional staff) whichever is the later. Each principal shall keep at least one member of the professional staff on duty each school day within the building staff or on his school premises at the entire noon or lunch period. Each principal shall prepare an equitable schedule for his staff for the noon or lunch hour which will guarantee each member of this staff a minimum of thirty minutes free time for lunch.
21. not permit students to leave the school premises during school hours without special permission of the principal (or his designee) and without written permission of the parent. The principal may waive this rule in emergencies, or if in his good judgement, there are bona fide and just reasons for excusing the child.
22. not, nor permit teachers to send students from their building on errands of any kind. All communications and errands that are necessary between the central office and the elementary schools and between one school and another will be taken care of by the attendance officer. If there is a request for delivery of supplies or written information, the attendance officer will deliver these supplies or written information on the following day. Each principal will call his request to the office of the Superintendent the day before. All requests for delivery service must be routed through the central office. The attendance officer will attempt to make no more than one trip each school daily for deliveries and then only on request through the central office. Please do not bother the attendance officer by saying "I want this or I want that". This is not his responsibility.
23. send to the central office each week a personnel report. Each teacher or dean in charge of attendance to send that the principal of the building has the necessary information for the students who are transferring out of the Ironton City Schools, or the new students who have been enrolled previously in another system, and who are transferring to the Ironton schools;
24. direct the school lunch and/or milk program within his school, working in cooperation with the School Health Nurse, and under the supervision of the Assistant Superintendent;
25. be responsible for an exemplary health program within his school, working in cooperation with the School Health Nurse, and under the supervision of the Assistant Superintendent;
26. be ever mindful of public relations and his school's relations with others. He shall make every effort to cooperate with all worthy community organizations, and also with the schools with which his school comes in contact in sports, music, and other such activities. Everyone within his organization should be aware that "fair play" and "good sportsmanship" and the like are more than empty phrases; they are axioms which good school men and women follow;
27. obtain the approval of the Superintendent of Schools for all shows, lectures, programs, and the like which are brought into the schools from outside the Ironton City School System;
28. designate a member of the professional staff to act as principal or administrative officer in his absence from the building, if this is not been done by the Superintendent or Board action. At Ironton High School, the Assistant Principal will serve as Principal in the absence of the Principal;
29. not have the authority to dismiss school before the regular closing time (except in emergencies) without approval of the Superintendent;
30. complete any and all school-work specifically mentioned herein, but which would be attendant to and/or required in the proper conduct and operation of the school over which he has control;
31. familiarize himself with the Laws of the State of Ohio pertaining to education and with the School Standards as established by the State Board of Education and the State Department of Education, Federal Laws and Regulations, the Policies and Rules and Regulations of the Ironton City Board, and operate his school in full compliance with same;
32. confer with teachers on his staff and be readily available for consultation on matters of methods, techniques, procedures, philosophy, and on any other aspect of the classroom situation. If, in the principal's good judgement, the teacher is doing a creditable job, the teacher should be so informed, and commended by the principal. On the other hand, if in the appraisal of the teacher's work, the principal finds a poor job being done by the teacher, the principal has the obligation to so inform the teacher in a private, professional manner, of such inadequacies, deficiencies, and inefficiencies and make every effort to assist the teacher in improving his/her work. The principal shall also inform the teacher of frequent and persistent parental and public criticism being leveled at the teacher. The principal shall make a continual appraisal of his professional staff and report his findings and make recommendations to the Assistant and City Superintendent of Schools;
33. make it a standard policy and practice to look closely at our schools in an attempt to foresee difficult problem before they arise or get out of hand and cause trouble; in other words, pursue a policy of action rather than reaction when at all possible; in order to prevent major problem situations before they become just that;
34. call and schedule, at least once monthly, staff meetings, which are to be held either before or after school hours;
35. assume the responsibility for the supervision of staff members on extended service in his building during summer months, seeing to it that this extended service is conducted in an acceptable manner;
36. assume, ultimately, the responsibility for all that goes on or takes place in his school, even though he, the Principal, may delegate his duties, powers, authority to other employees within this domain and jurisdiction. And, he must constantly check to see to it that these actions are carried out in the best interest of this School System.
