BOARD POLICY 4110
The Teacher
The teacher is a person certified to teach and who is employed by a
board of education as a teacher or in any other educational position for which
the board requires certification.
Teachers in the Ironton City School System shall be employed by the City
Board of Education, upon the recommendation of the City Superintendent of
Schools, under a legal contractual agreement, and paid at a salary schedule as
adopted by the Board of Education. The
teacher shall be endowed with the personal qualities of character and
leadership commensurate with the magnitude and importance of his/her position
of trust. He/she shall also possess the
legal certification which entitles one to be employed for this post.
The teacher is in
the unique position of carrying on the very essence and heart of the program
for which the school system was founded – that of instructing and guiding the
youth of the Ironton City School District.
The services of the teacher is best discharged when the concept of
instruction is sufficiently broad to include much more than the mere imparting
of information of the routine teaching of skills. The latter are important, but the person who truly merits the
title of “teacher” will broaden his/her scope when educating a child to include
also a measurable degree of individual and group counseling, the development of
proper habits and attitudes, and the fostering of worthwhile projects and
cultural activities as will make the child, in succeeding years, an adult of
mutual benefits to himself (herself) and to his/her society.
In light of the
views expressed herein, this Board makes it a part of our Policy for the
teacher to use the “broad-scope approach” to this important position in all
society – that of enlightening and molding the youth in our charge. We believe that in doing so, the teacher
will command respect- and rarely have to demand it.
The teacher in the
Ironton City Schools shall acquaint himself (herself) with the laws of the
State of Ohio appertaining to education; with the Standards as established by
the State Board and State Department of Education; with the Policies of this
Board; and with the Administrative Rules and Regulations. If the teacher is knowledgeable on such,
he/she will be in a better position to deal and be dealt with fairly and
understandingly by and with his associated in or common educational endeavor,
and by and with the parents and citizens of this City.
Sick Leave ( and Other)
All full-time regularly employed teachers in the Ironton City Schools
shall be entitled to sick leave as granted by the laws of the State of Ohio, by
Board Policy 4151.1-2, and the negotiated agreement with the Ohio Education
Association. The teacher shall also be
entitled to personal leave as granted in Board Policy 4151.7 and the teacher
association contract.
Employment
A teacher seeking
a position in the Ironton City School System shall contact the Ironton City
School Superintendent of Schools and formally apply, by application, available
through this office. Teachers seeking
employment shall not contact members of the City Board of Education concerning
such employment. This also applies to
teachers presently in the employ of this Board and who are seeking advanced
positions or a change from one position to another. All such shall be channeled through the office of the Ironton
City Superintendent of Schools.
Classroom teachers
shall work the 183-day school year as set forth in the Annual School
Calendar. Additional days with pay for
any teacher must be recommended by the Superintendent and approved by the Board
of Education.
Effective as of
this date, no teacher will henceforth be employed by the Ironton City Board of
Education for the Ironton City Schools who has less than a college or
university degree.
Certification
The teacher shall
be fully legally certified for his/her position in the Ironton City
Schools. He/she must hold a life,
permanent, professional, provisional, or other legal certificate issued by the
Department of Certification, State Department of Education of Ohio. Only in certain instances, where fully
certified and qualified teachers are not available, will the City
Superintendent of Schools recommend, and only on an emergency basis, the employment
of a teacher holding a temporary certificate.
This Board and
Superintendent strongly recommend that all teachers, especially those having
less than a bachelor’s degree, pursue a planned course of professional
improvement by study at a recognized college or university, which will lead to
the bachelor’s or advanced degree.
Teachers in this
system shall have on file in the office of the Superintendent of Schools, a transcript of all college or university
credit earned and also the valid certificate held, or copy thereof.
Work Hours and Extra Duties
The work-day of
the teacher shall be presented by the principal of the building in which the
teacher works. Extra duties and/or
extra-curricular duties shall be assigned to the teacher by the principal of
his/her school on a shared and equitable basis among the teaching staff.
Assignment and Transfer
Teachers are
assigned to specific positions within the Ironton City School System by the
Superintendent of Schools, and may be transferred to any other position for
which the teacher is certified and qualified, if in the judgement of the
Superintendent, the transfer is necessary or desirable for the welfare of the
Ironton City School System and/or the teacher.

Administrative Rules and Regulations for Board Policy 4110
The Teacher
Responsibilities and Duties
Teachers shall instruct their students in the subject fields as found in the school’s curricular guide, and as prescribed by the Board, the City Superintendent, and the State Department of Education. Teachers shall also instruct their students in such important aspects of life as habits, attitudes, values, concepts, and ideals;and in a manner of living which will ensure normal physical and mental growth; and in a knowledge of the best of our cultural heritage which will make for a fuller personal life and a better society in which to live.
The teachers shall be responsible for his room, shop, laboratory, or teaching stations (excluding janitorial cares), as well as all equipment found therein or assigned thereto, to the degree that all are kept in proper order for maximum use by the students in his care. The teacher shall report to his principal any willful damage or misuse of school property or equipment which has been placed in the teacher’s care. The teacher shall also report to his principal any lack of janitorial care of his room, such as accumulation of dust or dirt, a broken window, inadequate heat, etc.
The teacher should exercise his own judgement as to whether or not to join or become a member of professional education associations. However, the teacher should refrain from joining or becoming a member of a questionable organization or any other such which has subversive tendencies or which does not promote, in a professional manner, the welfare of the teacher or his group.
The deportment of the students within the classroom shall be the responsibility of the teacher assigned thereto. And, although the teacher has the right to ask the principal and others for occasional aid and assistance in severe and unusual disciplinary cases, the fact remains that the discipline of the students in the classroom is essentially that of the teacher. The teacher shall also join with the principal and the other teachers in the building in a cooperative effort to maintain the proper type of conduct in the halls, on the playground, and elsewhere about the school as the administration of the school shall direct. Good teaching and good organization are the best antidotes for poor pupil behavior, and the use of harsh disciplinary action often indicates the need for both.
The
teacher will be required to keep excellent records pertaining to his students
and classrooms. In addition the teacher
will be required to complete certain forms from time to time. There will also
be reports which are a definite part of the teacher’s work. These records, forms, and reports shall be
done neatly, promptly, and accurately.
Referrals
The teacher shall, in the course of his teaching, observe his students and report any illnesses of physical impairment among his students. Such signs shall be reported to the principal in order that these students may be referred to the school nurse, psychologist, or other legitimate authority for their consideration and possible correction.
No teacher employed in the Ironton City School District is permitted to display within or on the premises of his school, or give to his students, or send home to the parents any circulars, cards, handbills, brochures, or similar advertising materials which originates outside this school system unless such materials have been approved for display or distribution by the City Superintendent of Schools. Any
advertising sponsored by and originating in one or more of the schools in this District may be so displayed and distributed if approved by the principal of the school where such are to be displayed or distributed.
The Ironton City School
System will continue the practice of sending deficiency notices to parents when
students are persistently careless in their work. The importance of this procedure cannot be over estimated. These notices are to be sent to parents of
all pupils who receive a failing grade on their report card. These notices must be sent at least three weeks before the report cards are
issued. The principal is often
confronted with the problem of explaining why a child failed when the parent
was entirely unaware that the child was in danger of failing. Teachers should be explicit in their
comments so they will be fully understood by parents. It is well worthwhile also, to send a word of commendation when
deserved: white sheets. Send to parents of pupils doing well, whether it be an
“A”, “B”, or “C”. This is important.
Teacher’s Plan Book
A definite assignment for the following day is to be recorded in the Teacher’s Plan Book at the close of the school day for every grade, subject, and section in the Ironton City Public Schools. To include the method of presentation and the objective would be helpful, but not required. The assignment should be brief, yet informative; it is not a lesson plan. The plan book will make it possible for the principal to instruct the substitute teacher in the assignment and method for the day. The regular teacher should place his Plan Book on his desk or in an unlocked drawer at the end of each school day.
Teachers are cautioned to turn off lights in rooms and areas not in use. Special attention is called to the gymnasium, cafeterias, and other areas where costs of such lighting are quite expensive. Teachers and students should also be careful with supplies and equipment used in classrooms and laboratories. These supplies are expensive and difficult to replace.
A teacher should have a sense of pride in his work and his work area – his room and equipment – and care for them accordingly. Chairs and desks in order, window shades properly drawn, floors free from paper and debris and the like, do not necessarily prove that a good teaching job is being done there. But such signs are convincing.
Teachers, as well as all other employees, are required to observe definite time-rules and schedules, as set by the Principal or other authorized Administrator. Therefore, all teachers are required to be in their rooms or other assigned stations at least ten (10) minutes before the official time of student arrivals each school morning, and to remain at least ten (10) minutes after the students have been dismissed at the close of the school day. Exceptions to this rule may be made only by the principal, who shall have the authority to grant emergency and/or occasional permission for the teacher to deviate from this schedule, if in his good judgment, such approval is warranted. Persistent and/or habitual violations of the above time-rule shall be reported by the Principal to the City Superintendent of Schools.
Below are listed the
starting and dismissal times for students:
Ironton High School (Grades 9-12) 8:02 - 2:37
Ironton Middle School (Grades 4-6) 8:20 - 2:50
Kingsbury (Grades 1-3) 8:50 - 3:10
Whitwell (Grades 1-3) 9:00 - 3:20
The teacher is required to attend all meetings called by the principal of his school, or by the City Superintendent of Schools, or by any other authorized administrator in the Ironton City System when the teacher is properly notified on such meetings.
