Interdistrict Open Enrollment
Student Application and Admitting Procedures
The participating Boards of Education believe that students and parents should, under certain prescribed circumstances, have the option of participating in interdistrict open enrollment. Guidelines for the transfer of students, based on criteria established by the schools’ administration and in conjunction with recommendations from officials of the Ohio Department of Education are listed below. The specific criteria for this program shall be consistent with O.R.C. 3313.64 or 3313.65.

Any application for an interdistrict transfer must be
submitted to the Superintendent’s office of the students’ adjacent district of
choice between April 1st and May 1st. Applications will be acted upon by June 15th. Parents must indicate acceptance of transfer
on or before June 30th. One
application must be submitted for each student who requests an interdistrict
transfer.
2. The following will serve as a guideline for interdistrict open enrollment transfers:
If the enrollment of the grade level being requested at the receiving district exceeds the following, admission may be denied.

K-8 All Districts District average pupil/teacher ratio of 25 to 1
9-12 All Districts Shall be established on a course by course basis

No Student, once accepted by the receiving district, will be
displaced should enrollment exceed limits stated above. The administration will determine building
assignment and there is no guarantee that the building assignment (Elementary)
will prevail in subsequent years.

Districts are not required to institute any special education
programs to serve transfer students.
Admission into a special education program will be determined by school
administration based upon projections for the following school year. Public law 94-142 will be applicable. If a student is evaluated for placement in a
special education program, representatives from district of residence must be
invited to participate in placement meeting.

Enrollment in a special program, i.e., Gifted, L.D., D. H.,
etc., will dictate which building a student must attend as many classes are
cooperative units and may not be housed in the building to which the students
wishes to transfer.

All approved transfers are in effect for one year. Transfers for subsequent years must be
requested by reapplying. Boards of
Education may elect to discontinue participation in open enrollment at the end
of any school year.
7. Applicants shall be considered on a first-come, first-served, basis with an assurance that resident students will not be displaced. Prior participants will be given preference for subsequent years.
8. Applicants may be rejected in an appropriate racial balance of either the sending or the receiving district is not maintained.
9. A district receiving a student from an adjacent district is required to provide transportation for such student, but only from an existing bus stop within the district. Transportation from outside the district to a bus stop is the responsibility of the parents, unless the child is handicapped and is receiving transportation in accordance with his plan for special education.
10. Each school district must accept all credits earned in an adjacent district toward graduation. However, graduation requirements of the receiving school district must be met.
11. The Boards of Education participating in open enrollment are granting athletic releases as required by Ohio High School Athletic Association Bylaws to all resident students who participate in open enrollment programs. It shall be the responsibility of the parents/student to comply with all rules and regulations of the Ohio High School Athletic Association upon this release.
12. Boards of Education participating in open enrollment will not actively participate in recruiting outside their district.
13. The Ironton City School District shall participate in activities which promote, encourage, and publicize the successes of the students, teachers, and the district with, but not limited to, newspaper articles, newspaper tabloids, news releases for radio and television, newsletters, and annual reports. The Ironton City School District shall not target specific populations with these activities, but shall provide them for the general public.
