Board Policy 5114.6
Students
who habitually and continually violate the Ironton City Schools’ Code of
Conduct and/or attendance policies shall be deemed to be flagrantly
insubordinate. In as much as the
administration of the district invokes the use of suspension for serious Code
of Conduct violations and truancy, any student suspended is considered to be
insubordinate. The Ironton City Board of Education hereby establishes the
following procedure to provide for the possible expulsion of students who show
continual disregard for the Ironton City Schools’ Code of Conduct and/or
attendance policies.
First Suspension:
On the first occasion of a student being suspended from any school within the district, the Superintendent shall send a letter to the parent, guardian or custodian of said student notifying them of the existence of this Board Policy and providing them with a copy of it.
Second Suspension:
On the occasion of a student being suspended for the second time in any given school year, the Superintendent shall notify the parent, guardian or custodian of said student of a conference to be held between the parent, guardian or custodian and the Superintendent along with the school principal. At this conference, the administration shall:
a.
Inform the parent, guardian or custodian of the
existence of this Board Policy.
b.
Provide information to the parent, guardian or
custodian concerning the student’s behavior and/or attendance problems,
c.
Provide information to the parent, guardian or
custodian of agencies within the area that may assist them with behavior and
attendance problems that the student may be having.
d.
Provide the parent, guardian or custodian with
information concerning any programs that the district may have available to
assist them with behavior and attendance problems that the student may be
having.
Failure of the parent, guardian or custodian to
attend this conference shall result in the parent, guardian or custodian
waiving their right to said conference.
In this event, the Superintendent shall provide the parent, guardian or
custodian with the aforementioned information through regular U.S. Mail.
Third and Subsequent Suspensions:
On the occasion of a student being suspended for the third time in any given school year, and all subsequent times in any given school year, the Superintendent may elect to expel said student for flagrant insubordination. The Superintendent shall adhere to the procedural guidelines as established in Board Policy on Permanent Exclusion, Expulsion, Suspension, and Emergency Removal. The Superintendent may, at his/her discretion, postpone the expulsion of any student under this policy if the parent, guardian or custodian and the student agree to a behavioral modification plan. If such a behavioral modification plan is developed and implemented, the Superintendent may move to expel the student on the first occasion of the student violating said plan.
