The Retention of Passing Students
The question of the advisability of retaining a student, who has passing grades, in the same grade for another year is difficult to answer, and there is no state law which governs this situation.
Philosophical tenets and differences of opinion abound when this matter is discussed, and few professional educators are in complete agreement on a definitive answer to the question or solution to the problem.
The Ironton City Board of Education makes the following statement and seeks answers to the questions and solutions to the problems involved.
The Board believes that in some student cases, retention by request and by choice is justifiable, based on certain physical, mental, and social factors of the student, which give credence to positive action by the school system.
However, the Board also believes that to grant all requests for retention is to accept and adopt a policy which is highly improper. Thus, each case must be based upon its own merits and judged accordingly.
The Board also believes that certain procedures should be established in an attempt to deal with this difficult matter. These procedures for same shall be set forth in the accompanying Administrative Rules and Regulations, as prepared by the Administration of the Ironton City Schools.
