Administrative Rules and Regulations for  Board Policy 5128

 

                If the parents of a student who has passing grades desire to have their child retained in the same grade for another school year the procedure shall be as follows:

 

1.        The request for retention shall be made in writing to the Ironton City Superintendent of Schools.

 

  2.    The written request for retention of a child shall be made to the Ironton City Superintendent of School

          no later than one month (30 days) prior to the closing date of that school year.

 

3.        Upon receipt of the parental letter of request for student retention, the Superintendent shall notify the

principal of the school ( in which the student is enrolled) of the parental request.

 

4.        The school principal shall, within one week ( 7 days), call a meeting of the council-committee to hear

the case, with said counsel to be composed of the following:

 

                                The Superintendent of schools or his designee, who shall be moderator;

                                The principal of the school in which the student is enrolled;

                                A teacher of that school, knowledge of that student;

                                The school psychologist;

                                The school guidance counselor; and

                                The parent(s) of the student involved.

 

5.        Present and past accumulated school data on the child will serve as the resource materials for the case

at hand.

 

  6.    Upon his/her request, the student in the case has the right to be heard by the council in closed session                

         of the council-committee.

 

7.        Retention is considered to be more appropriate and advantageous for a child in the lower grades and

preferable to the upper-grades.

 

8.        Each case shall be based and considered on its own merits, and the council hearing the case will make 

a recommendation to the Superintendent of Schools at the conclusion of the council hearing or meeting.

 

9.        The Ironton City Superintendent of Schools shall retain the right to make the final decision on each

retention case, since the council-committee shall be advisory only.

 

10.    The Superintendent shall rule on the case within ten (10) days after the council-committee meeting,  

         and notify the parents of the child of the decision immediately thereafter.

 

10.     A written analysis will be prepared by each classroom teacher ( who has had this student) on the case

at hand.  The documents submitted by each teacher; the results of additional testing recommended by the council-committee; and the final decision on the case by the Superintendent of Schools shall become a part of the student’s permanent record.
