The Lillian Humphrey Scholarship Award

 

Introduction

 

                The late Lillian Humphrey was a teacher in the Ironton City Schools for more than a half century.  Her work was primarily that of a biology teacher at Ironton High School, where she was revered and respected by the many students who had the good fortune to have been in her classes.

 

                The late Lillian Humphrey left her Last Will and Testament in which she designated that a portion of her estate be set up in a Trust Fund at and managed by the First National Bank of Cincinnati.  The proceeds from Trust Fund investments were to be used as a scholarship fund, given annually to “some worthy and promising graduate who, because of insufficient finances, would otherwise be unable to do so, to attend Ohio State University”.

 

 

Policy

 

 

                It shall be the Policy of the Ironton City Board of Education to follow the provisions of the Last Will and Testament of the late Lillian Humphrey with regard and reference to the establishment of the Lillian Humphrey Scholarship Award for worthy student (s) at Ironton High School.  The major provisions of the Will were as follows:

 

1.        The net income from investments from the Trust Fund were to paid annually.

 

2.        Said income to be paid at the time most convenient for the said trustee, but between the months of May and July.

 

3.        The annual Trust Fund income to be paid to some worthy and promising graduate of Ironton High School who, because of insufficient finances, would otherwise be unable to attend Ohio State University. 

 

4.        The student shall be selected by the Board of Education of the Ironton City Schools from a list of recommended students of no less than three (3) to be furnished to said Board by a committee composed of the High School Principal, the Superintendent of the City School System, and the Deans.

 

5.        In the event a student should decline said scholarship; then said scholarship shall pass to the next student selected.  In the event that no student named on the list submitted to the Board of Education desires to take advantage of this scholarship, then the trustee is directed to add said current income to the principal.

Administrative Rules and Regulations for  Board Policy  5216

 

 

                In order to facilitate the choosing of a scholarship recipient of the Lillian Humphrey Scholarship Award,  the Ironton City Board of Education , in cooperation with the Administration, sets forth the following rules and regulations for accomplishing this purpose.

 

 

1.        The Lillian Humphrey Scholarship Award is reserved for Ironton High School graduates ( and former recipients) only.

 

2.        The recipient of this scholarship must attend the Ohio State University only, in connection with this scholarship.

 

3.        The income from this Trust Fund investments shall be paid by the First National Bank of Cincinnati directly to the Financial Aid Office at Ohio State University, which will earmark said funds for the recipient’s education at that University.

 

4.        Since nothing is said in the Will of Miss Humphrey concerning the length of the scholarship, the Ironton City Board of Education shall have the discretion of awarding this scholarship to a different student each year, or to one student for two, three, four years in succession, but not more than four years to any one recipient.

 

5.        The Guidance Department at Ironton High School shall be in charge of receiving and processing all applications for the Lillian Humphrey Scholarship Award.

 

6.        Applicants for this scholarship shall include with the official application, a record of ACT scores, as well as an official transcript of high school credits.  A parents’ confidential financial statement (the FAF) must also be included with the application.

 

7.        The high school selection committee (Principal, Superintendent, Deans) shall narrow the field of applicants to three (3) to be submitted to the Board of Education.

 

8.        The Ironton Board shall act as a body of one to select the scholarship recipient from the three (3) submitted by the selection committee.

 

9.        The Treasurer of the Ironton City Board of Education shall act as secretary to the Board’s Award proceedings.

Timetable of Schedule for The Lillian Humphrey Award

 

1.        Applications must be received in the Ironton High School Guidance Office by March 1 of each year.

 

2.        Applicants must have completed and mailed the FAF Form by March 1.

 

3.        The High School Committee must have narrowed the field of applicants to three (3) by May 1.

 

4.        By the end of the first week in May, the High School Selection Committee must submit the three (3) names to the Ironton City Board of Education.

 

5.        On the Board of Education’s first regular meeting in May, the recipient of the scholarship must be chosen by the Board.

 

6.        Between the months of May and July the First National Bank of Cincinnati will send the money (from investments from the Trust Fund) to the Financial Aid Office of the Ohio State University in the name of the recipient for his/her education at that University.
