THE DR. BARNEY OSBORNE MEMORIAL SCHOLARSHIP
Dr. Barney Osborne was a practicing physician and surgeon in Ironton for over thirty (30) years before his passing in 1985. Dr. Osborne was a lifelong resident of Ironton and was a 1942 graduate of Ironton High School. Dr. Osborne was exceptionally dedicated to the health care of the citizens of Ironton. He was admired and respected by all who knew him. Dr. Osborne stressed to his family that higher education was essential for a successful life.
His son, David B. Osborne, a 1975 graduate of Ironton High School, established the Dr. Barney Osborne Memorial Scholarship.
1. The official name of the scholarship is the Dr. Barney Osborne Memorial Scholarship.
2. The amount of the scholarship will be set in January of each year by David B. Osborne, Director of the scholarship fund or a member of the fund’s Board of Trustees. The original amount of the scholarship is $500.00.
3. The scholarship award will be presented to an Ironton High School senior in each year’s graduating class pursuant to the notification of the awarding of funds by the Director of the fund (or his designee) to the Ironton City Schools.
4. The scholarship award shall be an annual “one time” award. The award is non-renewable from one year to the next to the same recipient.
5. To qualify for this Scholarship award the candidate must meet the following criteria:
· A graduating senior of Ironton High School
· A minimum 3.0 grade point average (GPA)
· Acceptance at a college or university with a four year curriculum
· A minimum score of 25 on ACT
6. Candidates for the scholarship award must submit an application to the high school counselors no later than April 1 of the school year.
7. The counselors at Ironton High School, along with the principal at Ironton High School, will submit a list of qualified candidates to the Board of Trustees of the scholarship fund no later than April 15 of each school year. This list should not exceed fifteen (15) candidates.
8. The Board of Trustees of the fund will submit a recommended list of candidates to the Ironton City Board of Education by May 1 of the school year. The list provided to the Board of Education will consist of three (3) qualified candidates for the award. The Board of Education will consider these candidates for selection of the Scholarship award.
9. The decision of the Ironton City Board of Education in the matter of selection of the award winner is final. There shall be no appeal.
10. The award money shall not be paid directly to the winning student, but the student financial aid office of the chosen institution. The institution will earmark said funds for the recipient’s education. The award money shall be used for tuition, room and board, supplies, or other such needs, as designated by the student. The award money shall be paid to the designated school or educational institution no later than September 1 of the year in which the award was granted.
11. In the event the student selected should decline the scholarship award, the award shall pass to the next student selected by the Board of Education. In the event that none of the nominees choose to accept the award and not enter an institution of higher learning, the scholarship award shall be returned to the Board of Trustees of the fund.
