Competency Based Education
A. Competency based education measures student outcomes in light of the instruction provided. It asks a
district to state what will be taught, substantiate the results, and pursue appropriate
corrective/supportive action.
B. The Board expects the Superintendent, employing the talents of appropriate administrators and
instructional staff as well as outside consultants where necessary, to implement within the district
a program of competency based education that meets and exceeds the State Minimum Standards.
C. The program will be developed for composition, mathematics, science, citizenship, and reading
in grades 1-12. The program will contain:
1. pupil performance objectives for each grade level for composition, mathematics, science,
citizenship, and reading;
2. curricula and instructional methods for each grade level.
3. provisions for periodic assessment;
4. provisions detailing the availability of intervention services in grade 1-11 for pupils who are failing
to make satisfactory progress toward meeting performance objectives:
5. policies and procedures regarding the participation or exemption of handicapped students. The
decision to participate or not to participate will be made a part of the Individual Educational
Plan (IEP).
D. By July 31 of each year, the district will collect and report to the State Board and provide to the public
at the District Board’s office:
1. data on the number and percentage of pupils by grade level and school building, who are shown by
assessment instruments not to have made satisfactory progress in the preceding school year;
2. information on intervention services available to those students;
3. cost estimates for intervention services; and
4. a written description of assessment methods by grade level, used during the previous year.
E. The Superintendent or designee will establish a committee of administrators and instructors to develop
and use guidelines for the use or assessment results for improving instruction, program evaluation,
intervention programs to assist students as needed, guidance programming, and promotional decisions.
F. The program will be evaluated using the State Board of Education model and updated every five (5)
years. A schedule for such will be developed and implemented by the Superintendent. The results
of the State Board of Education review will also be used to evaluate the Ironton City Schools program.
