Interscholastic Athletics
The Ironton City Board of Education will provide such personnel for interscholastic athletics as necessary to conduct a program of this type, which is both competitive, and in the best interest of the students in the Ironton City Schools. The personnel for the program will include assistant coaches, head coaches, and an athletic director (also known as the director of athletics). The Ironton City Superintendent of Schools will recommend to the Ironton City Board of Education the necessary and desirable coaching to conduct the program.
The interscholastic athletic coaching staff shall be made up of highly competent teachers, administrators, and/or others who are recommended by the City Superintendent of Schools and which are officially approved by this Board of Education.
The Ironton City Superintendent of Schools shall prepare the administrative rules and regulations necessary to provide for the exemplary interscholastic athletic program for the Ironton City Schools.

Duties and Responsibilities
Assistant Athletic Coaches
The primary purpose of the position of assistant athletic coach shall be that of properly and expertly instructing students on the athletic teams in the fundamentals, arts, skills, and technique of the particular sport being coached. The first priority or duty of the assistant coach, however, shall be that of fostering and promoting the good health, the safety, and the welfare of the students in his/her charge.
The athletic director, the head coach, and the assistant athletic coach shall jointly set the hours for practice and for games and contests, subject to the approval of the school principal and the school Superintendent.
While it is virtually impossible to list, specifically, all of the duties and responsibilities which the position of assistant athletic coach entails, the following list shall be considered as a pattern from which he/she will be able to develop the position into one of excellence and success. The assistant athletic coach shall:
1. Teach the fundamentals, skills, and system of interscholastic sports;
2. Instruct students in the traditional, fundamental values of cooperation, team play, pride in
accomplishment, fair play, good sportsmanship, competition, a winning spirit, and good, all-around
attitudes.
3. Teach, and show by example, good body care and the values and the importance of a healthy body and
a healthy mind.
4. Supervise the student athletics in his/her charge, both in practice and in the interscholastic games.
5. Represent the Ironton City Schools in a commendable professional manner at all times and in all
situations involving interscholastic sports.
6. Scout opponents and other high-quality teams and programs in this area.
7. Assist the head coach, athletic director, and school principal in making interscholastic arrangements
and schedules for games, for practices, and the like.
8. Accompany his/her team (student athletics) on team trips, games, and other necessary, desirable travel,
and see to it that the students in his/her charge exhibit a manner of conduct which brings credit to the
team and the school.
9. Teach students how to accept both the winning and the losing of athletic contests in a graceful manner,
and with a sense of dignity.
The primary purpose of the position of head coach shall be that of coordinating and supervising the program for the sport for which he/she was employed to serve as head coach. The head coach of each sport shall work directly under the athletic director of the school and be responsible to him/her. He/she shall have full responsibility for his/her staff in all practice sessions, as well as in the interscholastic games. The duties of the head coach shall be those listed above for the assistant coach, plus the following additional duties and responsibilities:
1. Supervise, coordinate, direct, and carry through the entire program for the sport for which he/she was
employed in this district.
2. Attend games of his/her particular sport throughout this district on all grade levels.
3. Set up a sophisticated scouting program, and scout other schools.
4. Make preparations, along with the athletic director, for home and away games – travel arrangements,
officials, and other.
5. Develop a plan of offense, defenses, and systems designed to be used in his/her sport throughout the
Ironton City District.
6. Attend booster meetings, showing films, giving scouting reports, progress reports, and the like to
boosters and fans.
7. Attend league meetings as a representative of our schools.
8. Assist in planning and conducting special games, such as all-star games in his/her sport.
9. Require each boy or girl who is a candidate for a team to have a thorough physical examination, made
by a physician authorized by the principal.
10. Require each boy or girl to file in the office of the principal a record of the physical examination
signed by a physician, and a consent card, authorizing the boy or girl’s participation, signed by one of
boy’s or girl’s parents.
11. See that all players comply with the rules and regulations of the Ohio High School Athletic Association
pertaining to his/her particular sport, and to policies established by Ironton High School, the
administration, and approved by the Board of Education.
12. Be the custodian of all supplies and equipment furnished by the Board of Education and the schools,
and see that good care is exercised in their current use, to keep a current up-to-date inventory, and
submit a copy to the athletic director at the close of each sport session.
13. Be in charge of all coaches, grade seven through twelve, in the sport over which each has supervision
in order to develop a consistency in the system.
14. Be responsible for developing, with his/her assistants, a program and a guide that will emphasize and
develop the system of play he/she desires in the sport for which he/she is responsible. A copy of the
program and guide shall be filed with the athletic director on or before the last day of the first week or
practice in any interscholastic sport. Regularly scheduled staff meetings shall be under the direction of
each head coach.
15. Administer the player’s insurance program.
16. Determine that all rules of the Ohio High School Athletic Association are upheld, and uphold them.
17. Supervise the awarding of letters and other awards for his/her sport, and maintain a file of award
records.
The purpose of this position of athletic director shall be that of developing, executing, coordinating, and evaluating the overall interscholastic athletic (sports) program for the Ironton City School System. The athletic director shall work with the principal of the school(s) and be responsible to him/her (them) on all matters delegated to the athletic director by the Ironton City Board of Education and Administration. The director of athletics shall have the following specific duties:
A. Administer and coordinate the entire athletic program.
1. Cooperate with the administration, coaches, and students to promote the best interests of the
entire athletic program.
2. Promote a friendly relationship with the general public and opposing schools.
3. Handle publicity concerning ticket sales.
4. Handle the sale of tickets for all interscholastic athletic contests.
5. Schedule and supervise the ticket-sellers, ticket-takers, ushers, police, and other persons required to
handle interscholastic contests.
6. Collect all athletic monies received from the sale of tickets or from other sources and to deposit
same under the appropriate school account.
7. Keep a separate record for each sport, which will show all monies received and all expenditures.
File all orders of payment with invoices paid.
8. Report a financial statement with regard to each game with copies distributed to the principal and
head coach.
B. Provide a budget for each sport.
1. Keep a record of expenditures in each sport showing the total budget, amount paid out and
purchases contracted, and the balance remaining in the budget for each sport. Prepare a monthly
statement of the balances in each sport.
2. Approve all requisitions, if to be paid from the athletic funds.
3. Sign all orders for payment if the money comes from the athletic funds.
C. Confer with the principal and coach of each sport and then carry on the correspondence and
conferences necessary to schedule varsity football, reserve, and varsity basketball games, and to
employ and pay officials.
D. Designate or make all arrangements for transportation, meals, and living accommodation when teams
are away from home. Establish transportation to be used.
E. Assist the principal in determination that all rules of the Ohio High School Athletic Association are
upheld.
F. Maintain proper playing conditions for all sports.
G. Verify telephone calls charged monthly to the athletic department.
H. Evaluate, annually, by the first week in April, all head coaches and assistant coaches who are in the
employ of the Ironton City Schools as to job fitness. Prepare and present a written summary report of
the evaluations to the Ironton City Superintendent of Schools along with recommendation (or lack of
same) for future employment as a coach in the Ironton City School District.
I. Make an annual report on the three (3) major sports areas to the Ironton City Board of Education as
follows: Report Number 1 is to be presented each school year at the conclusion of the football season;
Report Number 2 is to be made at the conclusion of the basketball season; and Report Number 3 is to be
presented at the conclusion of the spring sports season. Each report shall include the state of the sport
and program, along with suggestions and recommendations for changes and/or improvements.
The junior and senior high school principals shall be in charge of all interscholastic athletics in their schools and shall be directly responsible to the Superintendent of Schools. In addition to exercising general control, they shall have the following specific duties:
A. To see that at least one coach is placed in charge and accompanies each athletic team on trips.
B. To sign all contracts for games and officials.
C. To determine the eligibility of players and to so notify other schools.
D. To foster and promote a friendly relationship with the public and with all opposing schools.
E. To coordinate all activities which may be arranged in connection with athletic contests.
F. To coordinate the total athletic program.
G. To see to it that our interscholastic program builds high character and good citizenship.
The following will be standard procedures for the Ironton High School coaching staff:
1. The administrative head of Ironton High School is ultimately responsible in all matters in his/her
school which concern interscholastic athletics.
2. The athletic director is responsible to him/her in all matters concerning athletics.
3. Head coaches are responsible to the athletic director in matters concerning his/her activity.
4. Assistant coaches are responsible to the head coach in all matters concerning his/her activity.
1. The head coach shall direct his/her own particular activity and all assigned coaches, junior and
senior high level, shall be under his/her supervision.
2. Prior to the start of the season for his/her sport, the head coach shall present to the athletic director a
plan for his/her activity. This plan should include the starting dates and time of organized practices,
the schedule of the games, assigned duties of his/her assistants, scouting responsibilities of his/her
aides, training rules for team participants, methods of awarding school monograms, individual
awards to be earned by team members, and any other essential procedures that he/she may deem
necessary.
1. The scheduling of games and the hiring of officials will be at the direction of the athletic director
and head coach. Contracts for all games must have the approval of the principal and be signed by
him/her.
1. Requisitions for the purchase of any and all equipment must be made in writing by the head coach
and approved by the athletic director and the principal.
2. All bills must be itemized and submitted in writing to the athletic director for his/her approval
before payment is to be made. Only the itemized bills of the head coach will be considered.
1. Transportation of teams for away games, cheerleaders on away games, and scouting must be
requested. The method of conveyance will be determined by the head coach, athletic director,
and principal.
2. All gasoline (or other fuel) receipts must be presented to the athletic director for approval of
payment.
1. The meals for teams on away games must be approved by the athletic director. The menu and
arrangements will be the responsibility of the head coach. All receipts for meals must be turned
into the athletic director for approval of payment.
1. The management of home contests is the responsibility of the athletic director or his/her agent.
1. The head coach is responsible for the publicity due his/her activity. Every possible avenue should
be utilized – newspaper, radio, and TV.
1. The eligibility of each team participant is the prime responsibility of the head coach of each
activity. Each coach must know the scholastic standing of each team member. The guidance
department services are always available to assist in this most important phase of athletics. The
head coach is responsible for his/her sport.
1. At least one coach is to remain in the dressing rooms or gym after practice or games until every
boy or girl has gone. This is a must.
2. All athletics facilities are to be locked after practices. Keys to athletic facilities are the responsibility
of each coach. Only authorized person should have access to the athletic keys.
3. Under no conditions are practice sessions to be conducted unless a coach is present.
4. Meals for scouts must be approved by the athletic director.

There is much more to coaching on the interscholastic level than winning. A successful coach needs a broad spectrum of competencies that are, in most situations, not taken into account whenever he/she is evaluated. “Not everyone fits the model of the successful coach and the successful coach is not always the one who wins the game.”
There is much to be understood if one is to be a capable coach. Coaches need to understand growth and development patterns, strength development, stress factors, fatigue levels, psychological readiness, maturation rates, learning curves, modern training techniques and proper sequential development of various skills. This list should be much longer, but the important factor to remember is that it takes knowledge and command of many competencies to be a coach.
Without goals and objectives in the program and competencies desired in personnel identified, it is impossible to assess whether goals are being met, or personnel possess the desired competencies.
The enclosed form represents appraisal forms for coaching evaluations. The basic purpose behind this form and the effort of everyone is for improving the instructions athletes receive. Other purposes of an appraisal evaluation system are as follows:
1. To afford an opportunity to identify, recognize, and praise quality coaching and instruction.
2. To provide an opportunity to identify potential leadership within the system.
3. To provide information necessary to make an objective assessment of the performance of a coach.
4. To identify those factors which interfere with a coach’s overall contribution of the athletic program.
5. To assure that quality coaching is a responsibility shared by the entire coaching staff and the Athletic
Director.
