The Gifted, Highly Creative, and Talented Student
Recognizing the fact or possibility that highly creative, talented, intelligent students in our schools will make significant contributions to the society in which we live, the Ironton City Board of Education supports an educational plan which will enhance these possibilities. Thus, it shall be the policy of the Ironton City School District to give special students who, because of (1) their superior intellectual abilities, (2) their high levels of maturity of thought, and/or (4) their intense interest and motivation are considered to be gifted students.
This attention, recognition, and training shall encompass and include an educational program (within the context of existing educational programs) designed for our gifted students and shall be a program which will meet the needs peculiar to these exceptionally bright, talented, interested youth whom we have in our charge.
The combined professional staff, led by the supervisors (but executed largely by principal and teacher) shall combine their efforts in the formulation of an educational plan which fulfills the intent of and is in line with the philosophy of this Policy. The services of the school counselors shall be utilized as necessary in testing, guidance, and student counseling, as well as in curriculum planning, scheduling, and other as needed. The services of the school psychologist may be utilized to conduct an individual child study with these exceptional students if additional diagnostic evaluation and consultation to school staff and parents is needed and/or if counseling with the individual or small group of gifted and talented students is considered to be advisable. Referral for psychological services may be obtained by making a referral in the same manner as for all other referrals of individual students. This service should be used only when really needed, as the priority for state-funded school psychological services is for services to the handicapped students.
The Ironton City Superintendent of Schools shall set forth the Administrative Rules and Regulations for this policy which will determine the general course and direction of special development for the gifted students within our schools.

The program plan for the gifted student in the Ironton City Schools should include as much of the following as is practicable:
Any child who meets the following requirements will be eligible for the program for the gifted in the Ironton City Schools:
1. The child is of legal school age including those approved for early admission;
2. Is superior in one or more of the following types of ability:
a. Superior cognitive ability as measured by:
i) An individualized intelligence test, with performance two standardized deviations above the
mean, minus the standard error of measurements; or
ii) A group test and an individual achievement test with performance above the mean or both;
iii) A group intelligence test, a group achievement test, and documented superior performance.
Performance should be at two standard deviations above the mean on the group intelligence
test and at or above the ninety-fifth percentile nationally on the achievement test.
b. Specific academic ability which is superior to that of children of similar age, as measured:
i) An individual standardized achievement test with performance at or above the ninety-fifth
percentile nationally; or
ii) A performance at the ninety-fifth percentile on a group achievement test and documented
superior performance.
c. Creative thinking ability which is superior to children of similar age, as measured by:
i) A performance one standard deviation above the mean (less standard error) on an individual
or group intelligence test; and an individual or group test of creative ability; or
ii) An individual or group intelligence test with performance one standard deviations above the
mean (less standard error), and a checklist of creative behaviors.
d. Visual and/or performance arts ability which is superior to that of children of similar age as
measured by:
i) Demonstrated superior ability in a visual or performing arts area, such as, but not limited to
auditions or display of work; and
ii) A checklist of behavior related to a specific arts area.
Those children demonstrating more than one of the types may be served together in the same program model, when appropriate.
Some ways to serve gifted students include:
1. Accelerated educational experience:
a. Early entrance;
b. Grade acceleration;
c. Curriculum compacting;
d. Advanced subject matter programs;
e. Early graduation; and
f. Concurrent enrollment at another training agency.
2. Special Experiences:
a. Topic seminars
b. Independent study and research;
c. Mentorships, internships, and other intensive work with experts;
d. Visual and performing arts experiences.
3. Guidance Services:
a. Personal/social awareness and adjustments;
b. Academic planning and performance; and
c. Vocational and career awareness and planning.
4. Organizational Options:
a. Clustering within classroom;
b. Resource room;
c. Self contained classroom.
