BOARD POLICY  6194.1

 

Procedures for Protecting Security of Tests

 

A.     The following procedures shall be used to protect the security of the test materials:

   

         1.   The district Coordinator of Testing or designee(s) are authorized to have access to the test

                 materials.

 

         2.   The district Coordinator of Testing shall order test materials with instructions for shipping test

                 materials  to the appropriate school to his/her attention.

 

         3.   Test materials shall be counted upon receipt at the school and stored in a secure place.

 

         4.   At the time of administration, test materials will be counted and signed out to authorized test

                 administrators and will be counted and signed in upon return of test materials.

 

         5.   Upon completion of testing, the district Coordinator of Testing shall prepare test materials for

                 shipping to the site or sites designated by the Department of Education within the appropriate

                 time frame.

 

B.    The Superintendent shall investigate alleged violations of test security provisions by students or school

        employees.  Any student(s) or employee(s) suspected of violating test security shall be accorded due

        process and a hearing shall be held by the Superintendent within twenty-four (24) hours of the alleged

        violation.

 

C.    Any test security violation resulting from the actions of a student or another individual may result in

        the student(s) test scores being invalidated.

 

D.    Within ten (10) days of determining a test security violation has occurred following an investigation

        conducted in accordance with paragraph (B) of this policy, the school district shall notify the State

        Board of Education in writing of the finding and of the action taken.

 

E.    After determination that a test security violation has occurred, the school district board and/or the State

       Board of Education may seek the maximum penalty or penalties pursuant to Section 3313.151 of the

       Ohio Revised Code.  Violation of paragraph (A) of Section 3319.151 is grounds for a one year

       suspension of certificate for professional staff or termination of certificated or non-certificated  

       personnel.

 

F.    Test Access Authorization

       The following personnel shall be authorized to have access to test materials with the approval of the

       Superintendent or the Coordinator of Testing during the time such test materials are in the district:

               

1.   Superintendent

                2.   Assistant Superintendent

                3.   Building Principals

                4.   Psychologists

                5.  Guidance Counselors

                6.  Teachers

                7.  Other personnel if authorized by the Superintendent and/or the Coordinator of Testing.

 

G.    Individual test scores on any test administered under this policy are considered confidential and shall

        be released by the Ironton City Schools only in accordance with Section 3319.321 of the Ohio

        Revised Code.  (Confidentiality of Student Information)
