BOARD POLICY  9210-35

 

Duties and Actions of the Board: Legally Mandatory

 

1.                    The Board shall provide for the free education of all the youth of school age who live in the school

district, at such places as will be most convenient for the attendance of the largest number.

2.                    The Board shall, at a regular meeting held not later than the first day of May of the calendar year

in which the term of the Superintendent expires, appoint a superintendent of the public schools for the Ironton City School District.  (ORC  3319.01)

 

3.                    The Board shall employ teachers and fix their salaries, which may be increased but not decreased

during the term of contract, except as provided.  (ORC  3319.08;  3319.12)

 

4.                    The Board shall make such rules and regulations as are necessary for its government and the

government of its employees and the pupils of the schools.  (ORC  3313.20)

 

5.                    The Board shall have the management and control of all the public schools, of whatever name or

character, in the Ironton City School District.  (ORC 3313.47)

 

6.                    The Board shall prescribe, for all the public schools in the School District, a graded course of

study which has been developed under the direction of the Superintendent of Schools

(ORC  3313.60)

 

7.                    The Board shall furnish free all necessary textbooks, such textbooks to be adopted at a regular

meeting and for a period of not less than five (5) years.

 

8.                    The Board will grant a diploma to those students successfully completing the curriculum and

meeting the requirement of the Ohio Revised Code and the State Department of Education.

 

9.                    The Board shall, upon request, grant a leave of absence to any teacher for a period of not more

than two (2) consecutive years, provided the request is due to illness or other disability.

10.                 To teachers returning from an armed services, the Board shall grant the same contract status as

that held prior to entering military service, subject to the passing satisfactorily of a physical examination.  Further, for purposes of determining salaries, the Board shall consider authorized time served in the armed forces as teaching service.  (ORC  3319.13; 3319.14)

 

11.                 The Board shall adopt a policy of sick leave for teachers.  (ORC  3319.08)

 

12.                 The Board shall require the teachers to keep the school records and to prepare reports as required by law and shall withhold pay to those who neglect to make records.  (ORC  3319.36)  The Superintendent of Schools or Treasurer of the Board of Education are required to prepare reports or be subject to a fine.  (ORC  3319.35)

 

13.                 The Board shall, on or before the first day of August of each year, report the school statistics to the State Superintendent of Public Instruction.  (ORC  3319.33)

 

14.                 The Board shall make deficiency and normal contributions to:

 

The State Teachers Retirement System   (ORC  3307.53)

 

The School Employees Retirement System  (ORC 3309.48 ; 3309.47)

 

 

15.                 The Board may levy taxed to maintain schools.  (ORC  5705.03; 5705.01; 5705.0194; 5705.21)

 

16.                 The Board shall adopt a budget for the next fiscal year by January 15.  (ORC  5705.28)

 

17.                 On or about the first day of October of each year, the Board shall pass an annual appropriation measure, and thereafter such supplemental appropriation as it finds necessary, provided funds are available.  An appropriation measure may be temporary until the Board passes an annual appropriation measure.  (ORC  5705.38)

 

18.                 The Board shall cooperate with boards of health in the prevention and control of epidemics.

19.                 The Board shall permit outside agencies to use school facilities for educational and recreational

purposes, public meetings, and entertainments, and political meetings.  (ORC  3313.75; 3313.77; ORC 3313.79)

 

20.                 The Board shall display the United States Flag, not less than five (5) feet in length, over, near, or

within each school during each day school is in session.  (ORC  3313.80)

 

21.           The Board shall insure officers and employees and pupils of the Ironton City School District

                against liability on account of damage or injury to persons and property, including liability on

                account of death or accident by a wrongful act, occasioned by the operation of a motor vehicle

                owned or operated by the school district.  (ORC 3313.201)

 

22.           The Board shall elect a Treasurer at an organizational meeting.  (ORC  3313.22)

 

23.          Recommended Duties:

 

a.        Evaluate the effectiveness with which the schools are achieving the educational purposes of

the Board of Education.

 

b.       Inform the public about the progress and needs of the schools, and to solicit and weigh public

opinion as it effects the schools.

 

c.        Adopt policies for its government and the government of its employees and the students of the

schools.

 

d.       Consider and approve or reject the recommendations of the Superintendent in all matters.
